fix(preview): Filter for folders in cleanup old preview job

Fixes #35936 .
When running `OC\Preview\BackgroundCleanupJob`, the main iteration loop
in `run()` expects a folder, however, `getOldPreviewLocations()`
currently does not filter by mimetype and therefore can yield a
non-folder entry which causes an Exception when constructing the Folder
impl.
Filtering for `httpd/unix-directory`, as `getNewPreviewLocations()`
already does, fixes this issue.

feat: add width, height, crop and mode to BeforePreviewFetchedEvent

user_usage_report keeps a counter for files read.
The app uses
- OC_Filesystem::read hook
- Event listener (the legacy one) for IPreview::EVENT
Request for previews do not trigger the hook, hence the additional event listener.
The thumbnails for a list or grid view should not count, so we need the width and height.

Move to subfolders for preview files

Else the number of files can grow very large very quickly in the preview
folder. Esp on large systems.
This generates the md5 of the fileid. And then creates folders of the
first 7 charts. In that folder is then a folder with the fileid. And
inside there are the previews.

To continue this formatting madness, here's a tiny patch that adds
unified formatting for control structures like if and loops as well as
classes, their methods and anonymous functions. This basically forces
the constructs to start on the same line. This is not exactly what PSR2
wants, but I think we can have a few exceptions with "our" style. The
starting of braces on the same line is pracrically standard for our
code.
This also removes and empty lines from method/function bodies at the
beginning and end.
