findBinaryFinder is now a service that is still private but with some
minor optimization (remove the hasKey check).
isFunctionEnabled is now in OCP\Util
Both function are still keep but all internal usage in nextcloud/server
were migrated to the new usage, so that we can remove it in 26

IAppManager is the replacement for OCP\App unfortunately it can't be
dependency injected in classes used by the installed otherwise the

Add a helper function that makes it easier to log from anywhere

Our DI is able to inject a logger implementation to any server and app
class if they want one. However, sometimes DI isn't applicable or hard
to add. In those cases we typically fell back to the *service locator*
pattern where we acquired a logger from the server via a global
variable.
There were some issues with that
* `\OC` is a private class, apps are not supposed to use it
* `\OC::$server` is a global variable, a well known anti-pattern
* `\OC::$server->get(...)` uses the service locator anti-pattern
* `\OC::$server->get(...)` may throw
* `\OC::$server->get(LoggerInterface::class)` is not scoped to an app
With this patch I'm proposing a new helper function ``\OCP\Log\logger``
that can be used to acquire a logger more easily. This function is meant
to be public API and therefore apps may use it and there is an optional
parameter to specifiy the app ID.
The function hides all the ugly details about the global variable and
the potentially thrown exceptions from the user. Therefore it's
guaranteed that you always get a logger instance. In the worst case you
get a noop, though those occasions should be rare.

Fix psalm not running

The issue was that we were using psalm/phar instead of vimeo/psalm. This
caused issue with the custom psalm plugin in buildd/psalm.
This is using the opportunity to also update the psalm version from 3.8
to 3.17 and the php-cs-fixer too.

Normalize directory entries in Encoding wrapper

Directory entry file names are now normalized in getMetaData(),
getDirectoryContents() and opendir().
This makes the scanner work properly as it assumes pre-normalized names.

The command is meant to be used when the fonts used to render texts
("core/fonts/NotoSans-Regular.ttf" and "core/fonts/NotoSans-Bold.ttf")
are changed (for example, to add support for other scripts). The avatar
and text file previews will be removed, so they will be generated again
with the updated font when needed.

Right now our API exports the Doctrine/dbal exception. As we've seen
with the dbal 3 upgrade, the leakage of 3rdparty types is problematic as
a dependency update means lots of work in apps, due to the direct
dependency of what Nextcloud ships. This breaks this dependency so that
apps only need to depend on our public API. That API can then be vendor
(db lib) agnostic and we can work around future deprecations/removals in
dbal more easily.
Right now the type of exception thrown is transported as "reason". For
the more popular types of errors we can extend the new exception class
and allow apps to catch specific errors only. Right now they have to
catch-check-rethrow. This is not ideal, but better than the dependnecy
on dbal.

When your password changes out of bounds your Nextcloud tokens will
become invalid. There is no real way around that. However we should make
sure that if you successfully log in again your passwords are all
updates
* Added event listener to the PostLoggedInEvent so that we can act on it
- Only if it is not a token login
* Make sure that we actually reset the invalid state when we update a
token. Else it keeps being marked invalid and thus not used.

Add occ preview:migrate to migrate previews from the old flat structure to a subfolder structure
...
* `php occ preview:repair` - a preview migration tool that moves existing previews into the new location introduced with #19214
* moves `appdata_INSTANCEID/previews/FILEID` to `appdata_INSTANCEID/previews/0/5/8/4/c/e/5/FILEID`
* migration tool can be stopped during migration via `CTRL+C` - it then finishes the current folder (with the previews of one file) and stops gracefully
* if a PHP memory limit is set in the `php.ini` then it will stop automatically once it has less than 25 MiB memory left (this is to avoid hard crashes in the middle of a migration)
* the tool can be used during operation - possible drawbacks:
* there is the chance of a race condition that a new preview is generated in the moment the folder is already migrated away - so the old folder with the newly cached preview is deleted and one cached preview needs to be re-generated
* there is the chance of a race condition during access of a preview while it is migrated to the other folder - then no preview can be shown and results in a 404 (as of now this is an accepted risk)
