Move some common code to OC_Util
Created the following function:
- checkLoggedIn
- checkAdminUser

Remove global vars and use the OC static version.
Removed global vars are DOCUMENTROOT, SERVERROOT, SUBURI, WEBROOT and CONFIG_DATADIRECTORY
