Kerwin Bryant	68d9f36543	Allow cropping an avatar before setting it (#32565) ... Provide a cropping tool on the avatar editing page, allowing users to select the cropping area themselves. 6543	846f618716	Add priority to protected branch (#32286) ... ## Solves Currently for rules to re-order them you have to alter the creation date. so you basicly have to delete and recreate them in the right order.
