Wilfred Hughes 8953c55cf8 Pass String to new_atom 
This is a very tiny perf hit, but allows us to pass newly allocated
strings to new_atom(), which will be necessary for normalising
case-insensitive languages.

Wilfred Hughes c14f567f81 Use FxHashSet everywhere 
This is a performance improvement, and makes the code more consistent.

Instruction counts before:

3,137M instructions typing_*.ml
2,210M instructions slow_*.rs

Instruction counts after:

2,994M instructions typing_*.ml
2,180M instructions slow_*.rs

So almost a 5% reduction in instruction count.
